Tariq bin Shihab narrates: The Prophet (peace and blessings be upon him) was asked: What is the Highest Assembly disputing about? He (peace and blessings be upon him) said: About the expiations and the ranks. As for the ranks, they are feeding people, spreading the greeting of peace, and praying at night when people are asleep. As for the expiations, they are performing ablution thoroughly in the cold, walking to the congregational prayers (from farther away), and waiting for the next prayer after a prayer.
Al-Tabarani recorded it in al-Mu'jam al-Awsat and al-Mu'jam al-Kabir; its chain contains a narrator, Abu Sa'd al-Baqqal, who is a mudallis (one who conceals defects in the chain), and Waki' declared him thiqah (trustworthy).
