Majma al-Zawaid — Hadith 12134

Sayyiduna Abu Hurayrah (may Allah be pleased with him) narrates that the Prophet (peace and blessings be upon him) said: "Either you will enjoin good and forbid evil, or Allah Almighty will set the worst of you over you, and then the good among you will supplicate and their supplication will not be answered."
Al-Tabarani recorded it in al-Mu'jam al-Awsat, and al-Bazzar recorded it; its chain contains Hibban bin Ali, who is matruk (abandoned); according to one report Yahya bin Ma'in declared him thiqah (trustworthy), and according to another he called him da'if (weak).
