Uqbah bin Wassaj narrates: A companion of mine narrated to me a hadith from Sayyiduna Abdullah bin Amr (may Allah be pleased with him) concerning the Khawarij. I went for Hajj and met Sayyiduna Abdullah bin Amr (may Allah be pleased with him). I said to him: "You are one of those who remain from the Companions of the Prophet (peace and blessings be upon him), and Allah Almighty has blessed you with knowledge. Some people criticize their rulers and testify that they are astray." Sayyiduna Abdullah bin Amr (may Allah be pleased with him) said: "Upon those people be the curse of Allah Almighty, the angels and all mankind. A container of gold or silver was brought to the Prophet (peace and blessings be upon him), and he began distributing it among his Companions. A Bedouin man stood up and said: 'O Muhammad (peace and blessings be upon him), Allah Almighty has commanded you to be just, and still you are not being just.' The Prophet (peace and blessings be upon him) said: 'Woe to you! Who will be just with you after me?' When the man went away, the Prophet (peace and blessings be upon him) said: 'There will be people like this in my Ummah. They will recite the Qur'an, but it will not go beyond their throats. If they rebel, then kill them; then if they rebel again, kill them.'" The Prophet (peace and blessings be upon him) said this three times.
Al-Bazzar recorded it, and its narrators are the narrators of the Sahih.
