Question:
To what extent is there a concession for combining two prayers? In recent days we have observed that prayers are frequently being combined, and people have shown great leniency in this matter. In your opinion, can cold weather itself be a Shar‘i justification for combining prayers? May Allah reward you.

Answer:
Al-ḥamdu lillāh, waṣ-ṣalātu was-salāmu ‘alā Rasūlillāh, ammā ba‘d!

It is not permissible for people to combine prayers out of laziness or negligence, because Allah ﷻ says:

﴿ إِنَّ الصَّلوةَ كانَت عَلَى المُؤمِنينَ كِتـبًا مَوقوتًا ﴾
Sūrat an-Nisā’: 103
“Indeed, the prayer has been decreed upon the believers at appointed times.”

And Allah ﷻ says:

Sūrat al-Isrā’: 78
“Establish the prayer from the decline of the sun until the darkness of the night, and [also] the Qur’an of dawn. Indeed, the Qur’an at dawn is ever witnessed.”

When the obligatory prayers have fixed times, they must be performed within those times. The Prophet ﷺ clarified the exact times of each prayer as reported in the ḥadīth of Ṣaḥīḥ Muslim (ḥadīth: 612).

Allah ﷻ also says:

﴿ وَمَن يَتَعَدَّ حُدودَ اللَّهِ فَأُولـئِكَ هُمُ الظّـلِمونَ ﴾
Sūrat al-Baqarah: 229
“And whoever transgresses the limits set by Allah, then they are the wrongdoers.”

Shar‘i Rule:

◈ Whoever combines prayers without a Shar‘i excuse, or performs them before or after their proper time, his prayer will not be valid and it must be repeated.
◈ Whoever deliberately delays a prayer without excuse until its time passes and then combines it with the next prayer is sinful, and according to the stronger opinion, his prayer will not be accepted.

Thus, without a valid Shar‘i reason, delaying or combining prayers is impermissible. Every Muslim should fear Allah and avoid negligence in this great obligation.

Clarification from Ṣaḥīḥ Muslim:

It is narrated:
«جَمَعَ رَسُولُ اللّٰهِ بَيْنَ الظُّهْرِ وَالْعَصْرِ وَبَيْنَ الْمَغْرِبِ وَالْعِشَآءِ فِي الْمَدِينَةِ مِنْ غَيْرِ خَوْفٍ وَلَا مَطَرٍ»
(Ṣaḥīḥ Muslim, Kitāb Ṣalāt al-Musāfirīn, ḥadīth: 705)

The Messenger of Allah ﷺ combined Zuhr with ‘Asr and Maghrib with ‘Ishā’ in Madinah without fear or rain.

When Ibn ‘Abbās رضي الله عنهما was asked about the wisdom behind this, he said:
“The Prophet ﷺ did so to avoid putting his Ummah into hardship.”

This shows that combining is allowed if offering each prayer in its proper time causes difficulty or hardship. Without such hardship, each prayer must be performed at its appointed time.

Cold Weather and Combining Prayers:

  • Mere cold weather is not a Shar‘i justification for combining prayers.
  • However, if there is severe cold along with strong wind, making it difficult for people to reach the mosque, or there is hail causing harm, then combining prayers becomes permissible.

Important Advice:

I advise all my Muslim brothers, especially imāms of mosques, to fear Allah in this important matter and to seek His help in establishing the prayers in a way that pleases Him.
