Answer by:
Shaykh ʿAbd al-Wakeel Nāṣir (ḥafiẓahullāh)
General Rule:
✔ Offering funeral prayer at a grave is permissible in general, based on established evidence in Islamic jurisprudence.
Regarding Specific Personalities:
✘ Performing Ṣalāt al-Janāzah at the grave of the Prophet ﷺ or Sayyidunā ʿUthmān ibn ʿAffān (رضي الله عنه)

Context and Clarification:
Questions of this nature are often impractical and unnecessary, as the actual implementation is not feasible under current circumstances.
Summary:
❖ Funeral prayer at a grave is permissible in general Islamic law.
❖ However, at the graves of the Prophet ﷺ or Sayyidunā ʿUthmān (رضي الله عنه), it is not possible due to legal and administrative constraints.
❖ Such inquiries should be viewed in context and not lead to unnecessary speculation.
