Sayyiduna Anas (may Allah be pleased with him) said that the Prophet (peace and blessings be upon him) applied the prescribed punishment for wine with sandals and palm stalks. Sayyiduna Abu Bakr (may Allah be pleased with him) gave 40 lashes. When Sayyiduna Umar (may Allah be pleased with him) became ruler, people began drinking more, so he consulted about the prescribed punishment for wine, and Sayyiduna Abdul-Rahman bin Awf (may Allah be pleased with him) advised him to make it equal to the lightest prescribed punishment, that is, 80 lashes.

Then Sayyiduna Umar (may Allah be pleased with him) fixed it at 40 lashes. When people began drinking more, Sayyiduna Umar (may Allah be pleased with him) made it 80.

Sayyiduna Abdul-Rahman bin Azhar (may Allah be pleased with him) said: In the year of Hunayn I saw the Prophet (peace and blessings be upon him) asking about the mount of Sayyiduna Khalid bin al-Walid (may Allah be pleased with him). When they reached the place Jadha', a drinker was brought. He (peace and blessings be upon him) said: "Beat him." So the people beat him with their hands, with sandals and with garments, and also threw dust on him. Then he (peace and blessings be upon him) said: "Rebuke him." Later, Sayyiduna Abu Bakr al-Siddiq (may Allah be pleased with him) gave 40 lashes during his caliphate, and Sayyiduna Umar al-Faruq (may Allah be pleased with him), on the advice of the Companions (may Allah be pleased with them), fixed it at 80 lashes.

Abdul-Rahman bin Azhar (may Allah be pleased with him) said: I saw the Prophet (peace and blessings be upon him) on the day of Hunayn making his way through the people, asking about the lodging of Khalid bin al-Walid. A drunk man was brought, and the Messenger of Allah (peace and blessings be upon him) said to those with him: "Beat him." So they beat him with whatever was in their hands, and the Messenger of Allah (peace and blessings be upon him) threw dust on him. Then a drunk man was brought to Abu Bakr (may Allah be pleased with him), and he estimated what their beating had been that day and gave forty.
Al-Zuhri said: Then Humayd bin Abdul-Rahman told me from Ibn Wabarah al-Kalbi, who said: Khalid bin al-Walid sent me to Umar (may Allah be pleased with him). I came to him, and with him were Uthman bin Affan, Abdul-Rahman bin Awf, Ali, Talhah and al-Zubayr (may Allah be pleased with them), reclining with him in the mosque. I said: Khalid bin al-Walid has sent me to you; he conveys his greeting of peace to you and says: The people have become absorbed in wine and have come to think lightly of its punishment. Umar (may Allah be pleased with him) said: Here they are with you. Then he asked them, and Ali (may Allah be pleased with him) said: We see that when he becomes drunk he raves, and when he raves he slanders, and upon the slanderer are eighty lashes. Umar (may Allah be pleased with him) said: Convey to your companion what he has said. So Khalid (may Allah be pleased with him) flogged eighty, and Umar (may Allah be pleased with him) flogged eighty. When a weak man who had slipped once was brought to Umar (may Allah be pleased with him), he would give him forty. Uthman (may Allah be pleased with him) also flogged both eighty and forty.

Abdul-Rahman bin al-Azhar (may Allah be pleased with him) said: A drinker was brought to the Messenger of Allah (peace and blessings be upon him) while he was at Hunayn. He threw dust in his face, then ordered his Companions, and they beat him with their sandals and whatever was in their hands, until he said to them: "Stop." So they stopped. Then the Messenger of Allah (peace and blessings be upon him) passed away. Then Abu Bakr (may Allah be pleased with him) gave forty lashes for wine; then Umar (may Allah be pleased with him) gave forty in the early part of his rule, then eighty at the end of his caliphate; then Uthman (may Allah be pleased with him) applied both punishments, eighty and forty; then Mu'awiyah (may Allah have mercy on him) fixed the prescribed punishment at eighty.

Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said: In the time of the Messenger, drinkers were beaten with hands, sandals and sticks. In the time of Sayyiduna Abu Bakr al-Siddiq (may Allah be pleased with him), wine-drinking increased, so he fixed 40 lashes. Then Sayyiduna Umar al-Faruq (may Allah be pleased with him) also kept to this, until a man (may Allah be pleased with him) from among the earliest Muhajirun drank wine. When he ordered that the prescribed punishment be applied to him, he said: Why are you applying the prescribed punishment to me? Between me and you is the Book of Allah. He asked: In which part of the Book is it that I should not apply the prescribed punishment to you? He said: Allah Almighty says: "There is no sin upon those who believe and do righteous deeds for what they eat." [Surah al-Ma'idah: 93] I took part with the Prophet (peace and blessings be upon him) in Badr, Uhud and the Trench. Sayyiduna Umar al-Faruq (may Allah be pleased with him) said: Is there no one to answer him? Then Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said: This verse was revealed for those who came before, that there is no sin upon them for what they had done before wine was forbidden; and for the rest it is a proof against them, for Allah Almighty revealed this verse for them: "O you who believe, wine, gambling, stone altars and divining arrows are an abomination." [Surah al-Ma'idah: 90] So if you are among the people of faith and do righteous deeds, then you must fear Allah and do good, and Allah has forbidden wine. Then Sayyiduna Umar al-Faruq (may Allah be pleased with him) asked the people: What is your opinion? Sayyiduna Ali al-Murtada (may Allah be pleased with him) said: If he drinks wine he will become intoxicated, then he will rave, and then he will also slander; therefore his punishment is 80 lashes. So Sayyiduna Umar al-Faruq (may Allah be pleased with him) ordered 80 lashes.
