Makhul and Ata' (may Allah have mercy on them) said: We found the people holding the position that in the time of the Messenger of Allah (peace and blessings be upon him) the diyah for killing was 100 camels; then Sayyiduna Umar (may Allah be pleased with him) fixed this diyah at 1000 dinars or 12000 (twelve thousand) dirhams. If this diyah falls upon a Bedouin, then 100 camels are due from him; he is not obliged to pay gold or silver.

Amr bin Shu'ayb (may Allah have mercy on him) said: The Prophet (peace and blessings be upon him) used to value the camels for the town-dwellers at 400 dinars or its equivalent in silver, and he would apportion it according to the prices of camels; if camels became expensive he would raise the value, and if they became cheap he would lower the value accordingly.

Amr bin Shu'ayb (may Allah have mercy on him) said: When wealth became abundant and camels became scarce, Sayyiduna Abu Bakr al-Siddiq (may Allah be pleased with him) fixed the diyah upon the town-dwellers, in place of 100 camels, at between 600 and 800 dinars.

Ibn Tawus (may Allah have mercy on him) narrates from his father (Tawus) (may Allah have mercy on him) that "upon all people, whether villagers or town-dwellers, the diyah is 100 camels."

Ibn Jurayj (may Allah have mercy on him) said: I asked Ata' (may Allah have mercy on him): Is the diyah in animals or in gold? He replied: The diyah was camels only, but when the time of Sayyiduna Umar (may Allah be pleased with him) came, he set a value of 120 for each camel. Now if a villager pays 100 camels and does not give gold, this is according to the original rule.

Amr bin Shu'ayb narrates from his father, from his grandfather (may Allah be pleased with him), that he (peace and blessings be upon him) "used to fix the diyah for accidental killing upon the town-dwellers at 400 dinars or its equivalent in silver, valuing it according to the prices of camels. If the price rose he would raise it, and if it fell he would lower it. In the time of the Messenger of Allah the value reached from 400 dinars to 800 dinars, or its equivalent in silver, that is, up to 8 thousand. And the Messenger of Allah (peace and blessings be upon him) ruled 200 cows upon the owners of cattle and 2000 goats upon the owners of goats."

Amr bin Shu'ayb narrates from his father, from his grandfather (may Allah be pleased with him), that in the time of the Messenger of Allah (peace and blessings be upon him) the value of the diyah was 800 dinars or 8000 dirhams, and the diyah of the People of the Book at that time was half of that of a Muslim. It remained so until Sayyiduna Umar (may Allah be pleased with him) became caliph. One day he stood up to deliver a sermon and said that camels were becoming scarce, so Sayyiduna Umar (may Allah be pleased with him) fixed it at 1000 dinars and 12000 dirhams; upon the owners of cattle 200 cows, upon the owners of goats 2000 goats, and upon the owners of garments 200 hullahs (sets of garments); and he left the diyah of the Ahl al-Dhimmah (as it was before).

Sayyiduna Ubadah bin al-Samit (may Allah be pleased with him) said that among the judgments of the Messenger of Allah (peace and blessings be upon him) is the judgment on the major diyah; then he likewise mentioned the minor diyah. Then he said: "Camels are becoming scarce and expensive." So Sayyiduna Umar (may Allah be pleased with him) fixed 6000 dirhams, at the rate of one and a half uqiyah per camel. Then camels again became expensive and dirhams cheap, so Sayyiduna Umar (may Allah be pleased with him) added 2000, at the rate of 2 uqiyahs per camel. Then camels again became expensive and dirhams cheap, so he (may Allah be pleased with him) fixed 12000 dirhams, 3 uqiyahs for each camel, and he added a further third of the diyah for the sacred month and a further third for the sacred city, so that altogether the diyah came to 20000. And he said: "If they are Bedouins, the diyah is to be taken from their livestock, and from every people the diyah is to be taken from the wealth current among them, with fairness."

Al-Zuhri (may Allah have mercy on him) said: In the time of the Messenger of Allah (peace and blessings be upon him) the diyah was 100 camels, one uqiyah for each camel, which came to 4000 dirhams. When the time of Sayyiduna Umar (may Allah be pleased with him) came, and camels became expensive and silver cheap, Sayyiduna Umar (may Allah be pleased with him) fixed 2 uqiyahs of silver for each camel, which came to 8000 dirhams. This has already passed under number (16172).
Ibn Shihab (may Allah have mercy on him) said that Sayyiduna Umar (may Allah be pleased with him) fixed, in terms of gold, 1000 dinars, which the people of knowledge after him also maintained, and upon the owners of camels 100 camels. Imam al-Shafi'i (may Allah have mercy on him) said: The diyah is to be paid only in dirhams and dinars.
The Shaykh said: As for the diyah that Sayyiduna Umar (may Allah be pleased with him) fixed in other than dirhams and dinars, that was with the consent of the heirs of the slain or of the killer.

Ata' (may Allah have mercy on him) narrates from Sayyiduna Jabir (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) made it obligatory; then he narrated the previous narration and said: "He also fixed something upon the people of food," but I have forgotten it.
This is how Muhammad bin Ishaq bin Yasar narrated it, but the narration of those who report it from Umar (may Allah be pleased with him) is more numerous and better known. And Allah knows best.
