Imam al-Shafi'i (may Allah have mercy on him) said: "Allah, the Blessed and Exalted, says: 'When you divorce women, divorce them at (the start of) their waiting period.' [Surah al-Talaq: 1]
It has also been read 'li-qubuli 'iddatihinna' (at the approach of their waiting period), and these two (readings) do not differ from each other in meaning."

He said: Abdullah bin Umar (may Allah be pleased with him) divorced (his wife) while she was menstruating in the time of the Messenger of Allah (peace and blessings be upon him), so Sayyiduna Umar (may Allah be pleased with him) asked the Messenger of Allah (peace and blessings be upon him): "Abdullah bin Umar has divorced his wife while she is menstruating?" Nafi' narrates from Sayyiduna Abdullah bin Umar (may Allah be pleased with him) that he divorced his wife while she was menstruating in the time of the Messenger of Allah (peace and blessings be upon him). Sayyiduna Umar (may Allah be pleased with him) asked the Messenger of Allah (peace and blessings be upon him) about it, and he (peace and blessings be upon him) said: "Command him to take her back, then leave her until she becomes pure. Then, when purity comes after (another) menstruation, if he wishes after that he may keep her, or else divorce her before having intercourse with her. This is the period which Allah, the Lord of Might, has commanded that women be divorced in." In the narration of Imam al-Shafi'i (may Allah have mercy on him), the words 'thumma li-yumsikha' (then let him keep her) appear instead of 'thumma li-yatruk' (then let him leave), and he did not say 'ba'd' (after that).
