It is narrated from Sayyiduna Abu Sa'id al-Khudri (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said: "Charity is not lawful for a wealthy person except for five: one who fights in the path of Allah, the collector, one burdened with a debt, a buyer, and a man who has a poor neighbour who receives charity and then gives it as a gift to his neighbour."

It is narrated from Amr bin Abi Qurrah (may Allah have mercy on him) that a letter of Sayyiduna Umar (may Allah be pleased with him) came to us, in which it was written that some people take wealth to fight in the path of Allah, then they go against it and do not wage jihad; whoever does this, we are more entitled to that wealth, until we take back from them the wealth they took in the name of jihad.
Abu Ishaq said: I went to Usayd bin Amr and said: Do you see what Amr bin Abi Qurrah narrated to me? And I narrated it to him. He said: He has spoken the truth; the letter of Umar (may Allah be pleased with him) came to us with it.
