Ziyad, the freed slave of Sa'd, asked Sayyiduna Abdullah bin Abbas (may Allah be pleased with him) and Marwan bin al-Hakam about selling copies of the Qur'an (mushafs). Both of them replied: It should not be made an article of trade, except for what you labour on with your own hands; there is no harm in that. Ibn Wahb said: Imam Malik (may Allah have mercy on him) said to me: There is no harm in selling and buying copies of the Qur'an.

Sayyiduna Abdullah bin Abbas (may Allah be pleased with him) said: Copies of the Qur'an used not to be sold. A man would bring a sheet in the time of the Prophet (peace and blessings be upon him); then a man would stand up and, seeking reward from Allah, write on it; then another would stand up and write, until the copy of the Qur'an was completed.

Alqamah (may Allah have mercy on him) reports about Abdullah bin Mas'ud (may Allah be pleased with him) that he disliked buying and selling copies of the Qur'an. Imam al-Shafi'i (may Allah have mercy on him) said: Some of the Iraqis do not hold this view; they see no harm in buying and selling them. Some people see no harm in buying a copy of the Qur'an, and we dislike selling it. The Shaykh said: This dislike is by way of tanzih (it is merely disliked), out of reverence for the Qur'an, lest it be cheapened by sale or made an article of trade. It is narrated in one report that Ibn Mas'ud (may Allah be pleased with him) permitted it, but its chain is weak. And the saying of Ibn Abbas (may Allah be pleased with him), 'Buy the mushaf but do not sell it', if it is authentic from him, indicates that selling it is permissible but disliked; and Allah knows best.
