Sayyiduna Abdullah bin Umar (may Allah be pleased with him) would not recite the talbiyah while performing tawaf of the House. [Sahih: Muwatta Malik, 749]
The Shaykh says that, regarding Safa and Marwah, Imam al-Shafi'i (may Allah have mercy on him) said: What has been narrated from the Prophet (peace and blessings be upon him) is only standing on them, supplicating and saying the takbir, and supplicating while doing sa'i between them. So I too prefer to do what he (peace and blessings be upon him) did, without declaring the talbiyah disliked.

Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) stood on the side of Safa and recited the talbiyah. Masruq (may Allah have mercy on him) said: I have been forbidden from the talbiyah. He replied: But I command you to do it; the talbiyah was a response with which Sayyiduna Ibrahim (peace be upon him) responded.
