Sayyiduna Usamah bin Sharik (may Allah be pleased with him) says: I set out with the Prophet (peace and blessings be upon him) for Hajj. People came to him (peace and blessings be upon him); one would say: I performed the Sa'i before the Tawaf, or I have done something earlier or later. He (peace and blessings be upon him) would say to them: "There is no harm, there is no harm, except for a man who violated the honour of a Muslim man while he was a wrongdoer; it is he who is in harm, and he is ruined."
The Shaykh says: These words, 'I performed the Sa'i before the Tawaf', are gharib (unusual); Jarir is alone in narrating them from al-Shaybani. Even if they are preserved, the meaning would be as though he asked about a man who performed the Sa'i right after Tawaf al-Qudum, before Tawaf al-Ifadah, and he (peace and blessings be upon him) said: "There is no harm." And Allah knows best.
