Book of the Prayer for Rain
باب: ما يستحب من كثرة الاستغفار في خطبة الاستسقاء وأن يقول كثيرا: استغفروا ربكم إنه كان غفارا. يرسل السماء عليكم مدرارا
Chapter: It is recommended to seek forgiveness abundantly in the sermon of the prayer for rain and to say often: "Seek forgiveness of your Lord; indeed, He is ever Forgiving. He will send rain to you in abundance"

أَخْبَرَنَا أَبُو عَبْدِ اللهِ الْحَافِظُ، ثنا أَبُو بَكْرِ بْنُ إِسْحَاقَ الْفَقِيهُ، أنبأ أَبُو خَلِيفَةَ، ثنا الْعَبَّاسُ بْنُ الْفَرَجِ أَبُو الْفَضْلِ الرِّيَاشِيُّ، ثنا الْأَصْمَعِيُّ، عَنْ أَبِيهِ، عَنْ أَبِي وَجْزَةَ السَّعْدِيِّ، عَنْ أَبِيهِ، قَالَ: " خَرَجَ عُمَرُ رَضِيَ اللهُ عَنْهُ يَسْتَسْقِي، فَجَعَلَ لَا يَزِيدُ عَلَى الِاسْتِغْفَارِ، فَقُلْتُ: أَلَا يَتَكَلَّمُ لِمَا خَرَجَ لَهُ؟ وَلَا أَعْلَمُ أَنَّ الِاسْتِسْقَاءَ هُوَ الِاسْتِغْفَارُ فَمُطِرْنَا ".
Abu Wajzah al-Sa'di narrates from his father that he said: Sayyiduna Umar (may Allah be pleased with him) went out to supplicate for rain, and he did nothing more than seek forgiveness. I said: Why does he not speak about what he came out for? I did not know that seeking rain is seeking forgiveness; then we were given rain.
