Qasim bin Awf says: I heard Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) say: We spent our lives in such a way that we would first learn faith, then learn the Qur'an. When a surah was revealed to the Prophet (peace and blessings be upon him), we would learn from him (peace and blessings be upon him) its lawful and unlawful, its commands and its prohibitions, and what one should pause at in it, just as you learn the Qur'an today. I have seen men today who acquire the Qur'an before faith; they read from al-Fatihah to the end, but none of them knows its commands, its prohibitions, or what one should pause at in it. He reads it as if it were worthless speech.
