Bayhaqi 4334 — A polytheist entering a mosque other than al-Masjid

Sayyiduna Uthman bin Abi al-As (may Allah be pleased with him) said that the delegation of Thaqif came to the Prophet (peace and blessings be upon him), and he (peace and blessings be upon him) lodged them in the mosque so that it would soften their hearts more. They set conditions on the Prophet (peace and blessings be upon him): that they would not be mustered (for military campaigns), that a tenth would not be taken from them, that they would not be made to bow (in prayer), and that no one from outside their own people would be appointed as governor over them. He (peace and blessings be upon him) said: "You will not be mustered, a tenth will not be taken from you, you will not be made to bow, and no one from outside your people will be appointed over you; but there is no good in a religion in which there is no bowing (ruku)."
