It is narrated from Sa'id bin Jubayr (may Allah be pleased with him) that the practice of those who came before was that when they said the takbir, the imam would remain silent for a while, not reciting, for as long as it would take them to recite Surah al-Fatihah.
Abd al-Razzaq says that Ibn Jurayj, in his hadith, narrates through Ibn Khuthaym that Sa'id bin Jubayr (may Allah be pleased with him) says: When they said the takbir, they would not begin the recitation until they knew that those behind them had recited Surah al-Fatihah.
