Zayd bin Aslam narrates from his father: I heard Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) saying: Were it not that I would leave the people in a state where they have nothing, I would divide every town that is conquered, just as the Messenger of Allah (peace and blessings be upon him) divided Khaybar.
The Shaykh said: In our view, and Allah knows best, this means that he would first win their hearts' willing consent, then make it a waqf for the Muslims in consideration of their interest.
