Abu Shurayh al-Ka'bi (may Allah be pleased with him) narrates from the Messenger of Allah (peace and blessings be upon him) that he (peace and blessings be upon him) said: "Allah made Makkah sacred; people did not make it sacred. So whoever believes in Allah and the Last Day must neither shed blood here nor cut its trees. If anyone has a concession in it, it is the Messenger of Allah; Allah made it lawful for me, not for people. Even for me it was made lawful only for an hour of a day. Then it is sacred just as it was yesterday. O Banu Khuza'ah! You have killed this man of Banu Hudhayl, and I, by Allah, am the one who will pay his blood money. Whoever kills anyone after today, the heirs of the slain have the choice: if they wish they may take retaliation, and if they wish they may take blood money."
