Bayhaqi 11851 — Reports on the prohibition of withholding surplus

It is narrated from al-Hasan (may Allah have mercy on him) that a man came to the people of a water source and asked them for water, but they did not give him any to drink, until he died from the severity of thirst. So Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) made them pay the blood money (diyah).
