Book of Reviving Barren Land
باب: من أحيا أرضا ميتة فهي له بعطية رسول الله صلى الله عليه وسلم دون السلطان
Chapter: Whoever revives dead land, it is his by the grant of the Messenger of Allah (peace and blessings be upon him), not of the ruler
Bayhaqi 11782 — Whoever revives dead land, it is his by the grant

قَالَ: وَأنبأ مَالِكٌ، عَنِ ابْنِ شِهَابٍ، عَنْ سَالِمٍ، عَنْ أَبِيهِ، أَنَّ عُمَرَ قَالَ: " مَنْ أَحْيَا أَرْضًا مَيْتَةً فَهِيَ لَهُ ".
It is narrated from Sayyiduna Umar (may Allah be pleased with him) that he said: "Whoever revives barren land, it is the property of the one who revived it."
