حدثنا عبد الله بن إسحاق الخُراساني العَدْل ببغداد، حدثنا يحيى بن جعفر بن الزِّبْرِقان، حدثنا أبو داود الحَفَري، حدثنا سفيان، عن أبي إسحاق، عن الحارث، عن علي قال: قَضَى رسولُ الله ﷺ بالدَّين قبلَ الوصيّة، وأنتم تقرؤُونها: ﴿مِنْ بَعْدِ وَصِيَّةٍ يُوصِي بِهَا أَوْ دَيْنٍ﴾ [النساء: 11]، وأنَّ أعيانَ بني الأمِّ يتوارثونَ دونَ بني العَلَّات، والإخوةُ من الأب والأمِّ أقرب من الإخوة من الأب (1). هذا حديث رواه الناس عن أبي إسحاق، والحارث بن عبد الله على الطريق، لذلك لم يُخرج جه الشيخان، وقد صحَّت هذه الفتوى عن زيد بن ثابت: [التعليق - من تلخيص الذهبي] ترقيم العلميه 7967 - سكت عنه الذهبي في التلخيص
It is narrated from Sayyiduna Ali (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) ruled that debt is to be paid before the bequest, even though you recite it (in the Qur'an) as: "after any bequest he has made or debt" [Surah al-Nisa: 11]; and that full brothers (children of the same mother and father) inherit from one another to the exclusion of paternal half-brothers (sharing only the father); and that full brothers (sharing both mother and father) are nearer than brothers sharing only the father.
People have narrated this hadith by way of Abu Ishaq and al-Harith, and for that reason the two Shaykhs did not record it; however, this same fatwa is also authentically established from Sayyiduna Zayd bin Thabit.

(1) إسناده ضعيف من أجل الحارث: وهو ابن عبد الله الأعور. أبو داود الحفري: هو عمر بن سعد بن عبيد، وسفيان هو الثوري، وأبو إسحاق: هو عمرو بن عبد الله السبيعي. Grading: Its chain is weak because of al-Harith (Ibn 'Abd Allah al-A'war). Technical note / Defect ('illah): Abu Dawud al-Hafari: he is 'Umar bin Sa'd bin 'Ubayd; Sufyan: he is al-Thawri; and Abu Ishaq: he is 'Amr bin 'Abd Allah al-Sabi'i. وأخرجه بنحوه أحمد 2/ (1091)، وابن ماجه (2715) من طريق وكيع، والترمذي (2094) من طريق يزيد بن هارون، كلاهما عن سفيان الثوري، بهذا الإسناد. Reference / Source: Ahmad (2/1091) and Ibn Majah (2715) recorded something similar through the route of Waki', and al-Tirmidhi (2094) through the route of Yazid bin Harun; both of them from Sufyan al-Thawri, with this chain. وأخرجه كذلك أحمد (1222)، والترمذي (2094 م) من طريق زكريا بن أبي زائدة، وابن ماجه (2739) من طريق إسرائيل بن يونس، كلاهما عن أبي إسحاق، به. Reference / Source: Likewise, Ahmad (1222) and al-Tirmidhi (2094 M) recorded it through the route of Zakariyya bin Abi Za'idah, and Ibn Majah (2739) through the route of Isra'il bin Yunus; both of them from Abu Ishaq. وسيأتي عند المصنف من طريق سفيان بن عيينة عن أبي إسحاق برقم (8193) مختصرًا، ويأتي تخريجه هناك. Note / Clarification: It will come with the author in brief through the route of Sufyan bin 'Uyaynah, from Abu Ishaq, at no. (8193), and its takhrij will come there. قال ابن كثير في "تفسيره": أجمع العلماء سلفًا وخلفًا أن الدَّين مقدَّم على الوصية، وذلك عند إمعان النظر يُفهَم من فحوى الآية الكريمة. General principle: Ibn Kathir said in his "Tafsir": "The scholars, early and later, agree unanimously that debt takes precedence over a bequest, and on careful reflection this is understood from the purport of the noble verse." ونقل السندي عن الدَّميري قوله: قال العلماء أولادُ العَلَّات - بفتح العين المهملة وتشديد اللام -: الإخوة لأب من أمّهات شتّى، وأما الإخوة لأبوين فيقال لهم: أولاد الأعيان، والأخياف من الناس: الذين أمهم واحدة وآباؤهم شتى. Note / Clarification: Al-Sindi quoted al-Damiri as saying: The scholars said: "awlad al-'allat" (with fathah on the 'ayn and shaddah on the lam) are paternal siblings from different mothers; full siblings (sharing both parents) are called "awlad al-a'yan"; and "al-akhyaf" among people are those whose mother is one and whose fathers are different.
