It is narrated from Shurahbil bin Sa'd that he said: This verse was revealed concerning Abdullah bin Abi Sarh: "And who is more unjust than one who invents a lie against Allah, or says, 'It has been revealed to me,' while nothing has been revealed to him, and one who says, 'I will reveal the like of what Allah has revealed'?" [Surah al-An'am: 93]. Then, when the Messenger of Allah (peace and blessings be upon him) entered Makkah, he fled to Sayyiduna Uthman bin Affan (may Allah be pleased with him), who was his foster brother. He kept him hidden with him until the people of Makkah had settled down, then he brought him to the Messenger of Allah (peace and blessings be upon him), and he sought a guarantee of safety.
Imam al-Hakim says: It is authentically established in the two books (Bukhari and Muslim) that before entering Makkah the Messenger of Allah (peace and blessings be upon him) ordered that Abdullah bin Sa'd and Abdullah bin Khatal be killed. So whoever looks at the martyrdom of the Commander of the Believers Uthman bin Affan (may Allah be pleased with him) and at the wrongs that Abdullah bin Sa'd committed against him in Egypt, until what happened to him happened, will know that the Prophet (peace and blessings be upon him) knew him (and his evil) best.

Explanation & Benefits
Shaykh Adil Murshid et al.
Grading: Its chain is weak because of the weakness of "Shurahbil bin Sa'd". He is a Successor (tabi'i), so this report is "mursal". Important point: However, the story of Ibn Abi Sarh is established as "sahih" through routes other than this one, as passed in the two hadiths before it. Reference / Source: Al-Wahidi narrated it in "Asbab al-Nuzul" (4421) through Abu al-Qasim al-Kahhal, from Abu Abd Allah al-Hakim, with this same chain. Corroborating chains and supporting reports: The report that the verse was revealed about Abd Allah bin Abi Sarh is narrated from al-Suddi "mursal", in al-Tabari's "Tafsir" (7/ 273) and Ibn Abi Hatim's "Tafsir" (4/ 1346), and there is no harm in its narrators. Corroborating chains and supporting reports: It is also narrated from Ikrimah "mursal" with a chain in which there is no harm (al-Tabari 7/ 273), that only this part of the verse was revealed about Ibn Abi Sarh: ﴿وَمَنْ قَالَ سَأُنْزِلُ مِثْلَ مَا أَنْزَلَ اللَّهُ﴾ (and whoever says, "I will reveal the like of what Allah has revealed"), while the rest of the verse was revealed about Musaylimah the Liar.
Technical note / Takhrij: By "the two books" the author (al-Hakim) means the Sahih of al-Bukhari and of Muslim, but this report in this form is not in either of them; rather, it is narrated in the "Sunan". It has already passed in the author's collection at number (2360) from Sa'd bin Abi Waqqas (may Allah be pleased with him). Reference / Source: The narration in al-Bukhari (1846) and Muslim (1357) is from Anas bin Malik (may Allah be pleased with him): "When the Prophet (peace and blessings be upon him) entered (Makkah) in the year of the conquest, a man came and said: Ibn Khatal is clinging to the coverings (astar) of the Ka'bah. He (peace and blessings be upon him) said: Kill him."
