أخبرنا أبو بكر محمد بن عبد الله الشافعي، حدثنا إسحاق بن الحسن، حدثنا حسين بن محمد المَرْوَرُّوذي، حدثنا شيبان بن عبد الرحمن، عن قَتَادة: قوله: {وَقُلْ رَبِّ أَدْخِلْنِي مُدْخَلَ صِدْقٍ وَأَخْرِجْنِي مُخْرَجَ صِدْقٍ} فأخرجه الله من مكة إلى الهجرة بالمدينة مُخرَجَ صِدْقٍ، وأدخله المدينة مُدخَلَ صِدْقٍ، قال: ونبيُّ الله صلى الله عليه وسلم قد عَلِم أنه لا طاقةَ له بهذا الأمر إلا بُسلطان، فسأل {سُلْطَانًا نَصِيرًا} لكتابِ الله وحُدودِ الله ولفرائض الله، ولإقامة كتاب الله، وإنَّ السُّلطان عِزةٌ من الله جعلها بين أظهُر عِبادِه، لولا ذلك لأغارَ بعضُهم على بعضٍ، وأكلَ شديدُهم ضعيفَهم(2).
It is narrated from Qatadah, concerning the saying of Allah Almighty "And say: My Lord, make me enter with truthfulness and take me out with truthfulness", that Allah Almighty brought him (peace and blessings be upon him) out of Makkah to emigrate to Madinah, and that was an exit with truthfulness; and He made him enter Madinah, and that was an entrance with truthfulness. He said: The Prophet of Allah (peace and blessings be upon him) knew well that he would have the strength to complete this great mission only when he had political power and authority. So he prayed for "sultanan nasira" (a helping authority) for the Book of Allah, His limits, His obligations and the establishment of the divine commands. The truth is that authority is an honour granted by Allah which He has placed among His servants for order and discipline; were it not for this (fear of authority), people would raid one another and the strong would devour the weak.
