Sa'id bin al-Musayyib narrates that Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) said: In my view the blood money (diyah) belongs only to the agnatic relatives ('asabah), because they are the ones who pay it. Does any of you have anything from the Messenger of Allah (peace and blessings be upon him) about this? At that Sayyiduna al-Dahhak bin Sufyan al-Kilabi (may Allah be pleased with him), whom the Messenger of Allah (peace and blessings be upon him) had appointed as governor over the Bedouins, said: the Messenger of Allah (peace and blessings be upon him) wrote to me that I should give the wife of Ashyam al-Dibabi inheritance from her husband's blood money. So Sayyiduna Umar (may Allah be pleased with him) ruled accordingly.
