قَالَ أَحْمَدُ بْنُ مَنِيعٍ : حَدَّثَنَا ابْنُ أَبِي زَائِدَةَ ، عَنِ ابْنِ أَبِي لَيْلَى ، عَنْ مِقْسَمٍ ، عَنِ ابْنِ عَبَّاسٍ - رَضِيَ اللهُ عَنْهُمَا - ، فِي قَوْلِهِ عَزَّ وَجَلَّ : وَرَتِّلِ الْقُرْآنَ تَرْتِيلا قَالَ : بَيِّنْهُ بَيَانًا .
It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both), concerning the saying of Allah, the Mighty and Majestic, "And recite the Qur'an with measured recitation" [Surah al-Muzzammil: 4], that he said in its explanation: "While reciting it (the Noble Qur'an), make it very clear and distinct."
Imam Ahmad bin Mani' recorded it in his Musnad; its chain contains Muhammad bin Abi Layla, who is saduq (truthful) but suffered from poor memory.
