It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) concerning this saying of Allah, the Mighty and Majestic: "He sends the winds, and they stir up clouds, and He spreads them in the sky however He wills, and He makes them into fragments" [Surah al-Rum: 48], that he said in explaining it: "Kisafan" means the clouds being in "pieces"; that is, Allah Almighty gathers some parts of the clouds over others, layer upon layer. "Fa-tara al-wadq" means: then you see the rain; "that is, the rain coming forth from within it," which means that the rain comes out from "between and in the midst of" those clouds.
In the chain of this report is the narrator Muhammad bin al-Sa'ib al-Kalbi, who according to the imams of hadith is da'if (weak) and matruk (abandoned); however, linguistically and exegetically this meaning is also transmitted in other reliable works of tafsir.
