It is narrated from Sayyiduna Bilal (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said: "Offer the Fajr prayer in full light (that is, when the light of morning has become well apparent), for this deed is greater in obtaining reward and more virtuous."
In the chain of this hadith, the narrator Ayyub bin Sinan is da'if (weak); however, other reliable reports with this meaning exist in the books of hadith, encouraging the offering of the Fajr prayer in the light of dawn (isfar), and this is a recommended practice according to the Hanafis.
