It is narrated from Alqamah bin Wa'il (may Allah have mercy on him) that he said: Sayyiduna Salamah bin Yazid (may Allah be pleased with him) asked the Messenger of Allah (peace and blessings be upon him), saying: (O Messenger of Allah,) what do you think if rulers come over us who demand their right from us (obedience and financial dues) but withhold our right from us (justice and fairness)? (On hearing this) he (peace and blessings be upon him) remained silent two or three times. Then al-Ash'ath bin Qays (may Allah be pleased with him) related this (narration), that the Messenger of Allah (peace and blessings be upon him) said (in reply): "Listen to them and obey, for upon them is the burden of what (responsibility) has been placed upon them, and upon you is the burden of what (obedience) has been placed upon you."
