بَابُ مَا يَقُولُ إِذَا خَافَ سُلْطَانًا .

عَنِ ابْنِ مَسْعُودٍ ، عَنِ النَّبِيِّ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - قَالَ : " إِذَا تَخَوَّفَ أَحَدُكُمُ السُّلْطَانَ فَلْيَقُلِ : اللَّهُمَّ رَبَّ السَّمَاوَاتِ السَّبْعِ ، وَرَبَّ الْعَرْشِ الْعَظِيمِ ، كُنْ لِي جَارًا مِنْ شَرِّ فُلَانِ بْنِ فُلَانٍ " - يَعْنِي الَّذِي يُرِيدُ - " وَشَرِّ الْجِنِّ وَالْإِنْسِ ، وَأَتْبَاعِهِمْ أَنْ يُفْرُطَ عَلَيَّ أَحَدٌ مِنْهُمْ ، عَزَّ جَارُكَ ، وَجَلَّ ثَنَاؤُكَ ، وَلَا إِلَهَ غَيْرُكَ " . رَوَاهُ الطَّبَرَانِيُّ ، وَفِيهِ جُنَادَةُ بْنُ سَلْمٍ ، وَثَّقَهُ ابْنُ حِبَّانَ ، وَضَعَّفَهُ غَيْرُهُ ، وَبَقِيَّةُ رِجَالِهِ رِجَالُ الصَّحِيحِ .
Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) reports that the Prophet (peace and blessings be upon him) said: "When any one of you fears a ruler, he should recite:
'Allahumma rabbas-samawatis-sab'i, wa rabbal-'arshil-'azim, kun li jaran min sharri fulanibni fulan, wa sharril-jinni wal-insi wa atba'ihim an yafruta 'alayya ahadun minhum, 'azza jaruka, wa jalla thana'uka, wa la ilaha ghayruk'
(O Allah, Lord of the seven heavens and Lord of the Mighty Throne, be my protector from the evil of so-and-so son of so-and-so (the narrator says: that is, there he will name the person he wishes to be protected from) and from the evil of the jinn and mankind and their followers (be my protector), lest any one of them transgress against me. Mighty is the one You protect, exalted is Your praise, and there is no god besides You.)"
Al-Tabarani recorded it; its chain contains a narrator, Junadah bin Salm, whom Ibn Hibban declared thiqah (trustworthy) and others declared da'if (weak), and the remaining narrators of this report are the narrators of the Sahih.

وَعَنِ ابْنِ عَبَّاسٍ قَالَ : إِذَا أَتَيْتَ سُلْطَانًا مَهِيبًا تَخَافُ أَنْ يَسْطُوَ بِكَ فَقُلِ : اللَّهُ أَكْبَرُ ، اللَّهُ أَكْبَرُ مِنْ خَلْقِهِ جَمِيعًا ، اللَّهُ أَعَزُّ مِمَّا أَخَافُ وَأَحْذَرُ ، وَأَعُوذُ بِاللَّهِ ( الَّذِي لَا إِلَهَ إِلَّا هُوَ ) الْمُمْسِكِ السَّمَاوَاتِ السَّبْعِ أَنْ يَقَعْنَ عَلَى الْأَرْضِ إِلَّا بِإِذْنِهِ ، مِنْ شَرِّ عَبْدِكَ فُلَانٍ ، وَجُنُودِهِ ، وَأَتْبَاعِهِ ، وَأَشْيَاعِهِ مِنَ الْجِنِّ وَالْإِنْسِ ، إِلَهِي كُنْ لِي جَارًا مِنْ شَرِّهِمْ ، جَلَّ ثَنَاؤُكَ ، وَعَزَّ جَارُكَ ، وَتَبَارَكَ اسْمُكَ ، وَلَا إِلَهَ غَيْرُكَ ( ثَلَاثُ مَرَّاتٍ ) " . رَوَاهُ الطَّبَرَانِيُّ ، وَرِجَالُهُ رِجَالُ الصَّحِيحِ .
Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrates: When you go to a ruler about whom you fear that he will treat you unjustly, recite:
'Allahu akbar, Allahu akbaru min khalqihi jami'a, Allahu a'azzu mimma akhafu wa ahdhar, wa a'udhu billahil-ladhi la ilaha illa huwa, al-mumsikis-samawatis-sab'i an yaqa'na 'alal-ardi illa bi-idhnih, min sharri 'abdika fulan, wa junudihi wa atba'ihi wa ashya'ihi minal-jinni wal-ins. Ilahi kun li jaran min sharrihim, jalla thana'uka, wa 'azza jaruka, wa tabarakasmuka, wa la ilaha ghayruk'
(Allah is the Greatest; Allah is greater than all His creation; Allah is mightier than what I fear and dread. I seek refuge in Allah, besides whom there is no god, who holds back the seven heavens from falling upon the earth except by His leave, (I seek refuge) from the evil of Your slave so-and-so, and of his armies, his followers and his partisans from among the jinn and mankind. O my God, be my protector from their evil. Majestic is Your praise, mighty is the one You protect, blessed is Your name, and there is no god besides You.)
A person should recite these words three times.
