Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrates: When you go to a ruler about whom you fear that he will treat you unjustly, recite:
'Allahu akbar, Allahu akbaru min khalqihi jami'a, Allahu a'azzu mimma akhafu wa ahdhar, wa a'udhu billahil-ladhi la ilaha illa huwa, al-mumsikis-samawatis-sab'i an yaqa'na 'alal-ardi illa bi-idhnih, min sharri 'abdika fulan, wa junudihi wa atba'ihi wa ashya'ihi minal-jinni wal-ins. Ilahi kun li jaran min sharrihim, jalla thana'uka, wa 'azza jaruka, wa tabarakasmuka, wa la ilaha ghayruk'
(Allah is the Greatest; Allah is greater than all His creation; Allah is mightier than what I fear and dread. I seek refuge in Allah, besides whom there is no god, who holds back the seven heavens from falling upon the earth except by His leave, (I seek refuge) from the evil of Your slave so-and-so, and of his armies, his followers and his partisans from among the jinn and mankind. O my God, be my protector from their evil. Majestic is Your praise, mighty is the one You protect, blessed is Your name, and there is no god besides You.)
A person should recite these words three times.
Al-Tabarani recorded it, and its narrators are the narrators of the Sahih.
