عَنِ النَّزَّالِ بْنِ سَبْرَةَ قَالَ : لَمَّا اسْتُخْلِفَ عُثْمَانُ قَالَ عَبْدُ اللَّهِ بْنُ مَسْعُودٍ : أَمَّرْنَا خَيْرَ مَنْ بَقِيَ وَلَمْ نَأْلُ .
Al-Nazzal bin Sabrah states: When Sayyiduna Uthman (may Allah be pleased with him) was made Caliph, Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) said: "The one who has become our leader is the best of those who remain, and we have not fallen short in this matter."
وَفِي رِوَايَةٍ : مَا أَلَوْنَا عَنْ أَعْلَاهَا ذَا فُوقٍ .
رَوَاهُ الطَّبَرَانِيُّ بِأَسَانِيدَ ، وَرِجَالُ أَحَدِهَا رِجَالُ الصَّحِيحِ .

In one narration the wording is: "We have not fallen short, regarding the importance of this matter, in choosing the person of highest rank."
