Abbad bin Abdullah bin al-Zubayr narrates: Al-Harith bin Khazamah brought these last two verses of Surah Bara'ah (al-Tawbah) to Sayyiduna Umar bin al-Khattab (may Allah be pleased with him): "There has come to you a Messenger from among yourselves." Sayyiduna Umar (may Allah be pleased with him) asked: "Who besides you is a witness to this?" He replied: "I do not know, but by Allah! I bear witness that I heard this verse from the blessed tongue of the Prophet (peace and blessings be upon him), retained it and memorised it." Sayyiduna Umar (may Allah be pleased with him) said: "I bear witness that I heard this verse from the blessed tongue of the Prophet (peace and blessings be upon him)." Then Sayyiduna Umar (may Allah be pleased with him) said: "Had these been three verses, I would have made them a separate surah. Look at the surah of the Qur'an and include it in it." So I am placing it at the end of Surah al-Tawbah.
Imam Ahmad recorded it. Its chain contains a narrator, Ibn Ishaq, and he is a mudallis; the remaining narrators of this narration are thiqat (trustworthy).

Sayyiduna Ubayy bin Ka'b (may Allah be pleased with him) narrates: During the caliphate of Sayyiduna Abu Bakr (may Allah be pleased with him), they began to compile the Qur'an in the form of a mushaf. Some men would write, and Sayyiduna Ubayy (may Allah be pleased with him) would dictate to them. When they reached this verse of Surah al-Tawbah, (Allah Almighty says:) "Then they turn away; Allah has turned away their hearts because they are a people who do not understand," the people thought that perhaps this was the last part of the Qur'an to be revealed (that is, the last part of this surah). Sayyiduna Ubayy bin Ka'b (may Allah be pleased with him) said to them: "After it, the Prophet (peace and blessings be upon him) taught me two verses (and they are these, Allah Almighty says:) 'There has come to you a Messenger from among yourselves; grievous to him is your suffering; he is deeply concerned for your (welfare and good), and to the believers he is kind and merciful,'" up to: "And He is the Lord of the Mighty Throne." Then Sayyiduna Ubayy (may Allah be pleased with him) said that this was the last part of the Qur'an to be revealed (that is, the last part of this surah). The narrator says: Thus this surah ends with that with which Allah Almighty had begun it, namely that Allah is the One besides whom there is no god, and this refers to this saying of Allah Almighty: "And We did not send any messenger before you except that We revealed to him that there is no god but Me, so worship Me."
Abdullah bin Ahmad recorded it. Its chain contains a narrator, Muhammad bin Jabir al-Ansari, and he is da'if (weak).

Abdullah bin Ahmad and Imam al-Tabarani recorded it. Its chain contains a narrator, Ali bin Zayd bin Jud'an, and he is thiqah (trustworthy) but has a poor memory; the remaining narrators of this narration are thiqat (trustworthy).
