Sayyiduna al-Faltan bin Asim (may Allah be pleased with him) narrated: We were present with the Prophet (peace and blessings be upon him) when Allah Almighty sent down revelation upon him. When revelation came down upon him, his eyes would remain open and his hearing and attention would remain fixed on the command that had come from Allah Almighty. The narrator said: We would know from his state (that revelation was coming down upon him). The narrator said: Then he said to the scribe: "Write: 'Those of the believers who stay behind (that is, those who do not take part in jihad) and those who strive in the way of Allah are not equal.'" The narrator said: A blind man stood up and said: "O Messenger of Allah! What is our fault in what Allah Almighty has revealed?" We said to that blind man: "Revelation is coming down upon the Prophet (peace and blessings be upon him)." That man feared that something might be revealed about him. He remained standing and kept saying: "I seek refuge from the anger of the Messenger of Allah." The Prophet (peace and blessings be upon him) said to the scribe: "Write: '(Those who stay behind, that is, those who do not take part in jihad) other than those who are afflicted with some disability.'"
Abu Ya'la recorded it, and al-Bazzar recorded something similar. Al-Tabarani also recorded something similar, except that he narrated these words: "That man remained standing and kept saying: 'I repent to Allah Almighty.'" The narrators of Abu Ya'la are thiqat (trustworthy).

Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said about this saying of Allah Almighty: Allah Almighty says: "Those of the believers who stay behind (that is, those who do not take part in jihad), other than those who are afflicted with some disability." Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said: These were people who were present in the blessed time of the Prophet (peace and blessings be upon him) and who did not take part in battle with the Prophet (peace and blessings be upon him) because of some illness, some disease or some pain. Likewise there were some other people who were healthy, but they too did not take part in battle with the Prophet (peace and blessings be upon him). So, compared with the healthy people, the sick people were in a state of being excused.
Al-Tabarani recorded it through two routes, and the narrators of one of them are thiqat (trustworthy).

Sayyiduna Zayd bin Arqam (may Allah be pleased with him) narrated: When this verse was revealed: "Those of the believers who stay behind and those who strive in the way of Allah are not equal," Sayyiduna Ibn Umm Maktum (may Allah be pleased with him) came and said: "O Messenger of Allah! Is there no concession for me?" The Prophet (peace and blessings be upon him) said: "No." Sayyiduna Ibn Umm Maktum (may Allah be pleased with him) said: "O Allah! My eyesight has gone, so grant me a concession." So Allah Almighty revealed this verse: "Other than those who are afflicted with some disability." Then the Prophet (peace and blessings be upon him) ordered that it be written down.
Al-Tabarani recorded it, and its narrators are thiqat (trustworthy).
