Sayyiduna Abdullah bin Amr (may Allah be pleased with him) narrates: Sayyiduna Abu Bakr (may Allah be pleased with him) wrote a letter to Sayyiduna Amr bin al-As (may Allah be pleased with him) saying that the Prophet (peace and blessings be upon him) used to seek counsel regarding war, so it is incumbent upon you to adopt it.
Al-Tabarani recorded it, and its narrators have been declared trustworthy.

Muhammad bin Salam, that is, al-Bikandi, narrates: Sayyiduna Amr bin Ma'dikarib (may Allah be pleased with him) had a prominent standing in the Jahiliyyah, and he also lived to see the time of Islam. He came to the Prophet (peace and blessings be upon him). Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) (during his caliphate) sent him to Sayyiduna Sa'd bin Abi Waqqas (may Allah be pleased with him) at Qadisiyyah, and he performed with great valour there. Sayyiduna Umar (may Allah be pleased with him) wrote to Sayyiduna Sa'd (may Allah be pleased with him): "I am sending two thousand men to you" (the narrator is in doubt; perhaps the words are:) "I am reinforcing you with two thousand" (who are in reality two men): Amr bin Ma'dikarib and Tulayhah bin Khuwaylid (the narrator says: this is Sayyiduna Tulayhah bin Khuwaylid al-Asadi). "Consult the two of them regarding war, but do not put them in charge of anything."
Al-Tabarani recorded it in this way with a munqati' (broken) chain.
