Sayyiduna Amir bin Rabi'ah (may Allah be pleased with him) narrates: The Prophet (peace and blessings be upon him) gave a ruling regarding the stream of water named "Mahzur" that the people upstream would hold back the water from going to the people downstream until it reaches the ankles; then they would release it for those downstream.
Imam Tabarani recorded it in al-Mu'jam al-Kabir; its chain contains a narrator, Asim bin Ubaydullah, and he is da'if (weak).

Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) says: The people at the lower end of the water are rulers over those at the upper end.
Imam Tabarani recorded it in al-Mu'jam al-Kabir, and its chain is munqati' (broken). (Allamah Haythami says:) I say: The hadith narrated from Sayyiduna Ubadah (may Allah be pleased with him), which Imam Ahmad recorded, will come in the chapter on rulings (al-Ahkam), if Allah wills.
