Majma al-Zawaid — Hadith 6809

عَنْ عَامِرِ بْنِ رَبِيعَةَ أَنَّ رَسُولَ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - قَضَى فِي سَيْلٍ مَهْزُورٍ : " يُمْسِكُ الْأَعْلَى عَلَى الْأَسْفَلِ حَتَّى يَبْلُغَ الْكَعْبَيْنِ ، ثُمَّ يُرْسِلُ عَلَى الْأَسْفَلِ " .
رَوَاهُ الطَّبَرَانِيُّ فِي الْكَبِيرِ ، وَفِيهِ عَاصِمُ بْنُ عُبَيْدِ اللَّهِ ، وَهُوَ ضَعِيفٌ .
Sayyiduna Amir bin Rabi'ah (may Allah be pleased with him) narrates: The Prophet (peace and blessings be upon him) gave a ruling regarding the stream of water named "Mahzur" that the people upstream would hold back the water from going to the people downstream until it reaches the ankles; then they would release it for those downstream.
Imam Tabarani recorded it in al-Mu'jam al-Kabir; its chain contains a narrator, Asim bin Ubaydullah, and he is da'if (weak).
