Majma al-Zawaid — Hadith 910

Sayyiduna Ubadah bin al-Samit (may Allah be pleased with him) reports this saying of the Prophet (peace and blessings be upon him): "Only a ruler, or one appointed, or one who affects (what is beyond him) will tell stories."
Tabarani recorded it in al-Mu'jam al-Kabir; its chain is hasan (good).
