بَابٌ : فِيمَنْ دُعِيَ إِلَى الْحَاكِمِ فَامْتَنَعَ .
One who is summoned to the judge and refuses

وَعَنْهُ قَالَ : قَالَ رَسُولُ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - : " مَنْ دُعِيَ إِلَى سُلْطَانٍ فَلَمْ يَجِبْ فَهُوَ ظَالِمٌ لَا حَقَّ لَهُ " .
رَوَاهُ الطَّبَرَانِيُّ ، فِي الْكَبِيرِ وَفِيهِ رَوْحُ بْنُ عَطَاءٍ وَثَّقَهُ ابْنُ عَدِيٍّ ، وَضَعَّفَهُ الْأَئِمَّةُ .

It is narrated from him (Sayyiduna Samurah); he said that the Prophet (peace and blessings be upon him) said: "Whoever is summoned to the ruler and does not go is a wrongdoer, and he will not get his right."
Al-Tabarani recorded it in al-Mu'jam al-Kabir; its chain contains Rawh bin Ata, whom Ibn Adi declared thiqah (trustworthy), while the Imams declared him da'if (weak).
