Majma al-Zawaid — Hadith 7019

وَعَنْ عِمْرَانَ بْنِ حُصَيْنٍ قَالَ : قَالَ رَسُولُ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - : " مَنْ دُعِيَ إِلَى حَاكِمٍ مِنْ حُكَّامِ الْمُسْلِمِينَ فَلَمْ يَأْتِهِ فَهُوَ ظَالِمٌ " . - أَوْ قَالَ : " لَا حَقَّ لَهُ " .
رَوَاهُ الْبَزَّارُ ، وَفِيهِ رَوْحُ بْنُ عَطَاءِ بْنِ أَبِي مَيْمُونَةَ ، وَهُوَ ضَعِيفٌ ، وَقَدْ وَثَّقَهُ ابْنُ عَدِيٍّ .
Sayyiduna Imran bin Husayn (may Allah be pleased with him) narrates that the Prophet (peace and blessings be upon him) said: "Whoever is summoned to one of the Muslim rulers and does not come to him is a wrongdoer." (The narrator is unsure; perhaps the words are:) He said: "He will have no right."
Al-Bazzar recorded it; its chain contains Rawh bin Ata bin Abi Maymunah, who is da'if (weak), though Ibn Adi declared him thiqah (trustworthy).
