Al-Azraq bin Qays narrates: I was sitting with Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) when a man asked him a question. He said: "O Abu Abd al-Rahman! I entered ihram and gathered my hair together." Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) said: "Did you not hear Sayyiduna Umar (may Allah be pleased with him) say during his caliphate that whoever has braided his hair or matted it (talbid) should shave his head?" He said: "O Abu Abd al-Rahman, I did not braid it; rather, I gathered it together." Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) said: "A he-goat and a she-goat, and a she-goat and a he-goat (both amount to the same thing)."
Imam al-Tabarani recorded it in al-Mu'jam al-Kabir, and its narrators are the narrators of the Sahih.
