Abdullah bin Abd al-Rahman narrated: Sayyiduna Umar (may Allah be pleased with him) came to al-Jabiyah, the Jabiyah of Damascus, and then said: "When I leave this place of mine, no one who has a right to charity should remain; let every such person come to me." Of those present, only two men came to him. Sayyiduna Umar (may Allah be pleased with him) gave orders concerning them both, and they were both paid. Then a man stood up and said: "May Allah Almighty keep the Commander of the Believers upright! A well-off man who hoards wealth is not more entitled to this charity than a poor man who refrains from asking." Sayyiduna Umar (may Allah be pleased with him) said: "Woe to you! How can we reach those people?"
Abu Ya'la recorded it as part of the account of al-Jabiyah. Its chain contains a narrator, Abu Sukaynah al-Himsi, and I have not found anyone who has written his biography.
