Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrates: The Prophet (peace and blessings be upon him) said: "Five things are tied to five things." It was asked: "O Messenger of Allah, what is meant by five things being tied to five things?" The Prophet (peace and blessings be upon him) said: "Whenever a people break a covenant, their enemy is given power over them; whenever people judge by other than what Allah Almighty has revealed, poverty spreads among them; whenever immorality appears among a people, death spreads among them; whenever people do not give zakah, rain is withheld from them; and whenever people cheat in measuring, produce is withheld from them and they are seized by years of famine."
Al-Tabarani recorded it in al-Mu'jam al-Kabir. Its chain contains a narrator, Ishaq bin Abdullah bin Kaysan al-Marwazi; al-Hakim (may Allah have mercy on him) declared him weak. The rest of its narrators have been declared trustworthy, though there is also criticism of them.
