Sayyiduna Abdullah bin Amr bin al-As (may Allah be pleased with him) narrates that the Prophet (peace and blessings be upon him) said: "Envy is permissible only regarding two men: a man to whom Allah Almighty has given the knowledge of the Qur'an, and he remains occupied with it; he remains occupied with it, treats its lawful as lawful and its unlawful as unlawful; and a man to whom Allah Almighty has given wealth, and through it he maintains ties with his close relatives and kin, and does deeds of obedience to Allah Almighty."
This narration was recorded by Imam al-Tabarani in al-Mu'jam al-Kabir; its chain contains a narrator, Rawh bin Salah, whom Ibn Adi declared da'if (weak) and Ibn Hibban declared "thiqah" (trustworthy). Imam al-Hakim (may Allah have mercy on him) says: He is thiqah (trustworthy) and ma'mun (reliable).
