Majma al-Zawaid — Hadith 3148

Sayyiduna Ka'b bin Malik (may Allah be pleased with him) narrates that the Prophet (peace and blessings be upon him) said: "Every important matter that is not begun with 'Al-hamdu lillah' is maimed (the narrator is unsure; perhaps the wording is:) cut off."
Imam al-Tabarani recorded it in al-Mu'jam al-Kabir; its chain contains a narrator, Sadaqah bin Abdullah, whom Imam Ahmad, Imam Bukhari (may Allah have mercy on him), Imam Muslim and others declared da'if (weak), while Abu Hatim, and Duhaym according to one report, declared him thiqah (trustworthy).
