Makhul narrated it as marfu' up to Sayyiduna Mu'adh bin Jabal (may Allah be pleased with him), and Sayyiduna Mu'adh (may Allah be pleased with him) narrated it as a marfu' hadith up to the Prophet (peace and blessings be upon him), that he said: "Keep your mosques away from your children, your disputes, your prescribed punishments, and your buying and selling; perfume them on your Fridays, and set up your places of purification at their doors."
Tabarani recorded it in al-Mu'jam al-Kabir; Makhul did not hear from Sayyiduna Mu'adh. (Allamah al-Haythami says:) I say: the hadith of Sayyiduna Jubayr bin Mut'im (may Allah be pleased with him), that prescribed punishments are not to be carried out in mosques, will come later, at the end of the chapter on prescribed punishments.
