Sayyiduna Abd al-Rahman bin Awf (may Allah be pleased with him) narrates: Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) appointed Sayyiduna Mu'adh bin Jabal (may Allah be pleased with him) as governor of Syria. Sayyiduna Umar (may Allah be pleased with him) wrote to him in a letter: Pay the people their stipends and then take them with you on campaign. Sayyiduna Mu'adh (may Allah be pleased with him) was making the payments to the people, and this was in the last part of the day, when a man from the countryside came to him. He said to Sayyiduna Mu'adh (may Allah be pleased with him): O Sayyiduna Mu'adh! Order my payment to be made, for I am a man from such-and-such rural district, and I would like to go back to my family before nightfall. Sayyiduna Mu'adh (may Allah be pleased with him) said: By Allah! I will not pay you until I have paid these people (Sayyiduna Mu'adh meant the people of the city). Then he said: I heard the Prophet (peace and blessings be upon him) say: "All the Prophets (peace be upon them) will enter Paradise two thousand years before Sayyiduna Dawud (peace be upon him) and Sayyiduna Sulayman (peace be upon him); the poor Muslims will enter Paradise forty years before the rich Muslims; and the people of the cities will enter Paradise forty years before the people of the rural areas. The cities have excellence because of the Friday prayer, the congregations and the circles of remembrance; and if there is a trial, it too comes to the city and does not come to the villages."
Imam al-Tabarani recorded it in al-Mu'jam al-Awsat, and he said:
This is not narrated from the Prophet (peace and blessings be upon him) except with this chain. Its chain contains a narrator, Ali bin Sa'id bin Bashir. Imam al-Daraqutni (may Allah have mercy on him) said: He is not of that standing, and he is alone in narrating some reports. Ibn Yunus said: He had understanding and he had memory. Imam al-Dhahabi said: He is a hafiz who travelled (in search of knowledge). The remaining narrators of this report are thiqat (trustworthy).
