Sayyiduna Abdullah bin Amr (may Allah be pleased with him) narrates that the Prophet (peace and blessings be upon him) said: "If you people did not sin, Allah Almighty would create a creation who would sin, and then He would forgive them."
At-Tabarani recorded it in al-Mu'jam al-Kabir and al-Mu'jam al-Awsat; in al-Mu'jam al-Awsat he recorded these words: "Allah Almighty would create a creation who would sin, then they would seek forgiveness from Allah Almighty, and He would forgive them, and He is the Forgiving, the Merciful."
Al-Bazzar recorded it, similar to al-Mu'jam al-Awsat, referring it to the mawquf narration of Sayyiduna Abdullah bin Amr (may Allah be pleased with him). The narrators of these narrations are thiqat (trustworthy), and there is disagreement about some of them.
