Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) narrates: When the verses that make (Hell) binding were revealed, such as this verse: "Indeed, those who consume the wealth of orphans unjustly," or this verse: "Those who consume usury (riba)," or this verse: "And whoever kills a believer intentionally, his recompense is Hell," Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) says: We used to testify that whoever committed any of these deeds would go to Hell, until this saying of Allah Almighty was revealed: "Indeed, Allah Almighty will not forgive that a partner be associated with Him, and besides that He will forgive whomever He wills." Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) says: After that we refrained from testifying, and we became fearful for those people because of what Allah Almighty had made binding for them.
Al-Tabarani recorded it; its chain contains a narrator, Abu Ismah, who is matruk (abandoned).
