Sayyiduna Anas (may Allah be pleased with him) relates: The Prophet (peace and blessings be upon him) said to a man of the Arabs: "When you face a situation of hope or of fear, to whom do you turn for refuge?" They replied: "To Allah Almighty." The Prophet (peace and blessings be upon him) asked: "When He answers your supplication, then to whom do you return?" They replied: "To that which you know about." The Prophet (peace and blessings be upon him) said: "You have knowledge, but you do not act; you have knowledge, but you do not act." He (peace and blessings be upon him) said these words three times.
Imam al-Tabarani recorded this narration in al-Mu'jam al-Awsat; its chain contains a narrator, Mansur bin Suqayr, and he is da'if (weak); the remaining narrators of this narration are thiqat (trustworthy).
