Yahya bin Bukayr narrates: Sayyiduna Utbah bin Ghazwan (may Allah be pleased with him) died in 17 AH on the road to Basrah. He was an official appointed by Sayyiduna Umar bin al-Khattab (may Allah be pleased with him). He was 57 years old. According to one view he died in 20 AH. He is the one who founded the city of Basrah, marked out the boundaries of its houses and built its mosque. He is the one who conquered al-Ubullah. He was governor of Basrah for six months; Sayyiduna Umar (may Allah be pleased with him) had appointed him its governor.
